Development of urban culture in the light of Russian State politics

The purpose of the article is to study the initiatives of the state to expand the network of cities and the development of urban culture in the 18th century. Although many studies have been devoted to the history of urban culture in Russia, they do not disclose the role of the state in that. Based on the documents the author considers the factors and main vectors of urban culture development, spatiotemporal organization, adaptation of entertainment forms to the changing socio-cultural environment and incentives for the renewal of secular culture. The methodology of the study relies on the Russian historical source criticism studies and its sub-disciplines. Analysis of sources revealed differences in the composition and status of residents of cities and urban settlements from traditional rural areas: ethnic, class, confessional, professional heterogeneity, non-agrarian livelihood, connected with such activities as crafts, trade and services, science and art. This is shown, in particular, in relation to artistic professions (including music). The author comes to conclusions about the historical trial of creating a system of regulation and determination of directions for development of the socio-cultural environment, i. e. state cultural policy; the difference in the dynamics of changes in culture and the “responsiveness” of urban dwellers to the introduction of innovations due to the separation of their economic activities from natural rhythms. There are mentioned the folding of mass forms of entertainment that have a recreational orientation as a result of differentiation of work and rest (leisure), in contrast to the alternation of everyday life and holidays, mostly with a sacred premise; the cultural integration that took place in the process of creation, development and transmission of new relevant forms of art, using a more universal «pan-European» language. The overcoming by urban culture such important qualities of traditional rural culture as locality and social (confessional, class, ethnic) limitations is considered. It was a factor to be promoted during the 18th century creation the Russian national culture, both professional and renewed non-professional oral, which today constitutes its main layer.
